I am wondering if teachers are allowed to download the videos to CD or DVD to create a personal  filebox of videos that supplement their curriculum..is this permitted or is this practice breaking copyright law?

The Technology, Education, and Copyright Harmonization Act (TEACH Act) is now law. TEACH updates copyright law pertaining to transmissions of performances and displays of copyrighted materials.
